INVITATION TO
BARENTS WINTER GAMES (BWG)
Kajaani 27. – 29. March 2020
With great pleasure, the Barents Sport Committee Finland will invite you to participate in BWG 2020 in Kajaani, Finland.
The first Barents Games ever took place in Tromsø 2014. Now it is time for Finland to organize the Games, Barents Winter Games 2020!
Figure skating
Age group: 15-20 years (born 2000-2005)
Team structure: 12 athletes (girls), 2 leaders, 2 referees
Framework for the event:
Friday March 27th Arrival in Kajaani, accreditation and check-in at the hotels (after 12:00). For some sports: start of competitions. 20:00 opening ceremony.
Saturday March 28th Competitions. 20:00 Get-together
Sunday March 29th Competitions. Departure.
Barents Sport Committee Finland will book the following:
- Accommodation in hotels (double/triple/quad rooms) from Friday to Sunday;
- Transport: hotels-arenas-hotels from Friday to Sunday;
- Meals:
- March 27th – dinner
- March 28th – breakfast, lunch, dinner
- March 29th – breakfast, packed lunch
Rules:
The figure skating competition will have three categories with the following rules:
- Junior A ladies (SP and FS): ISU Rule 611 (Short program) and Rule 612 (Free skating) for Junior ladies in season 2019/2020
- Junior B ladies (SP and FS): as in Junior A ladies, but double Axel Paulsen (2A) is not compulsory in SP
- Junior C ladies (FS): program according to ISU Comm 2242 (Intermediate Novice)
Each country may enter skaters in all categories so that the total amount of skaters per country does not exceed 12. The draw for Junior A and Junior B SP and Junior C FS will be held on Friday, March 27th at the hotel before opening ceremony. In Junior A and Junior B categories the FS will be held in reverse order based on SP results.
Each country may also propose a judge for the panel, and the travel and accommodation costs for the judge will be covered by the Barents Committee as a part of the country team. The organizer will nominate the referee and the technical panel. We ask each country to propose a judge for the panel by November 30, 2019.

APPENDIX I: RULES FOR FIGURE SKATING
The figure skating competition for the Barents Winter Games 2020 will be held with the following categories and rules.
Junior A ladies: Short Program and Free Skating (ISU Rules 611 and 612 for season 2019/2020)
Short Program skating time 2:40 min ± 10 s
- a) Double Axel Paulsen;
- b) Double or triple Loop jump;
- c) Jump combination consisting of two double jumps or one double and one triple jump or two triple jumps;
- d) Flying sit spin;
- e) Layback / sideways leaning spin or camel spin without change of foot;
- f) Spin combination with only one change of foot;
- g) Step sequence fully utilizing the ice surface.
For Junior Ladies the jump combination may consist of the same jump or another double or triple jump. However, the jumps included must be different than the solo jump.
If the same jump is executed as a solo jump and as a part of the jump combination, the repeated jump will not be counted (if this repetition is in a jump combination, only the individual jump which is not according to the above requirements will not be counted).
If an extra jump(s) is executed, only the individual jump(s) which is not according to requirements will have no value. The jumps are considered in the order of execution.
The Factor of the Program Components is 0.8.
Falls -1.0 points each.
Free Skating skating time 3:30 min ± 10 s
- maximum of 7 jump elements (one of which must be an Axel type jump);
- maximum of 3 spins, one of which must be a spin combination, one a flying spin or a spin with a flying entrance and one a spin with only one position;
- maximum of 1 step sequence.
A jump combination may consist of the same or another single, double, triple or quadruple jump. There may be up to three jump combinations or jump sequences in the Free Program. One jump combination could consist of up to three (3) jumps, the other two up to two (2) jumps.
Any double jump (including double Axel) cannot be included more than twice in a Free Program (as a Solo Jump or a part of a Jump Combination / Sequence).
Of all triple and quadruple jumps only two (2) can be executed twice. Of the two repetitions only one (1) can be a quadruple jump. If at least one of these executions is in a Jump Combination/ Sequence, both executions are attributed their full numerical value according to the Scale of Value. If both executions are as solo jumps, the second of these solo jumps will be attributed 70% of its numerical value according to the Scale of Value.
Triple and quadruple jumps with the same name will be considered as two different jumps. No triple or quadruple jump can be attempted more than twice.
The Factor of the Program Components is 1.60.
Falls -1.0 points each.
Junior B ladies: Short Program and Free Skating (ISU Rules 611 and 612 for season 2019/2020), Double Axel Paulsen not compulsory in SP

Junior C ladies: Free Skating (ISU Comm 2242 Intermediate Novice)
Free Skating skating time 3:00 min ± 10 s
- a) Maximum of 5 jump elements one of which must be an Axel type jump. There may be up to two (2) jump combinations or sequences. A jump combination can contain only two (2) jumps. A jump sequence consists of 2 (two) jumps of any number of revolutions, beginning with any jump, immediately followed by an Axel type jump with a direct step from the landing curve of the first jump to the take-off curve of the Axel jump. No triple and quadruple jumps allowed. Any single or double (including Double Axel) jump cannot be executed more than twice in total.
- b) There must be a maximum of two (2) spins of a different nature (abbreviation), one of which must be a spin combination and one must be a spin with no change of position. The spin combination with a change of foot and a minimum of eight (8) revolutions or without a change of foot with a minimum of six (6) revolutions. The spin in one position with a change of foot minimum of eight (8) revolutions or spin in one position without change of foot minimum of six (6) revolutions. In both spins flying entries are allowed.
- c) There must be a maximum of one (1) step sequence fully utilizing the ice surface.

Levels explanations:
For Junior C Ladies, in all elements that are subject to Levels, only features up to Level 2 will be counted. Any additional features will not count for Level requirements and will be ignored by the Technical Panel.
